S katastrofalnim uvjetima na cesti u Gornjem Sitnom i Srinjinama podno Mosora javnost se upoznala u utorak nakon prometne nesreće u kojoj je pukom srećom izbjegnuta tragedija.
Zbog neprilagođene brzine Prometov minibus u kojem je bilo pet učenika izletio s ceste na mjestu gdje nema zaštitne ograde na cestu ispod nje, proklizao u dvorište i potom se otkotrljao u dvorište susjeda. Svi sudionici nesreće prošli su s lakšim ozljedama.

To nam tvrdi Eduard Plančić iz Gornjeg Sitnog koji s Banovinom i Vodovodom i kanalizacijom vodi pravne bitke posljednjih desetak godina.
- Cijela cesta u duljini od devet kilometara je ilegalna! Za dio ceste u duljini od dva kilometra imam i pravomoćno rješenje o uklanjanju dijela ceste. Taj je dio proglašen ilegalnim još 2014. - govori Eduard Plančić.
Građevinska inspekcija je u tri navrata naredila Gradu Splitu uklanjanje dijela ceste od Srinjina do Dubrave u dužini od dva kilometra jer je građena bez potvrđenog glavnog projekta kao pravomoćnog rješenja o uvjetima gradnje za zgrade površine do 400 metara čime je prekršen Zakon o prostornom i planiranju i gradnji.
Grad Split je upravitelj i vlasnik ceste jer je riječ cesti koja nije razvrstana kao javna od strane Ministarstva pomorstva, prometa i infrastrukture. Nerazvrstana cesta je Zakonom o cestama u vlasništvu i pod upravom jedinice lokalne samouprave. Cesta Srinjine-Sitno u duljini 6,37 kilometara pripada Gradu do administrativnih granica Splita, a od granice prema Dubravi u duljini od 2,6 kilometara je županijska cesta. Zato je njeno uklanjanje i dužnost Grada.
Prolazile su godine, ništa se promijenilo nije. Inspekcija je 2015. odgovorila Eduardu kako prioritet u uklanjanju građevina imaju građevine za koje nije podnesen zahtjev za ozakonjenje, građevine izvan građevinskih područja i unutar zaštićenih područja. Eduard Plančić kontaktira Državni Inspektorat 2020. koji mu odgovara kako Grad opet nije postupio sukladno rješenju.

Grad je promijenio ploču. Cesta je njihova, uključujući i sporni dio od dva kilometra, govori nam Damir Babić, voditelj Odsjeka za promet i komunalno održavanje. Banovina se poziva na Zakon o cestama, a Ministarstvo na Zakon o gradnji i prostornom uređenju. Kako čudno.
- Sve što je izgrađeno kao cestovna građevina do donošenja Zakona o cestama 2011. ne smije se od strane vlasnika ograđivati ili svojatati. Cesta od Srinjina do V odvojka prema Dubravi pripada gradu. Nakon toga na jednom dijelu počinje županijska cesta. Na parceli spomenutog dijela ceste imate desetine vlasnika. Grad procedurom stječe pravo zemljoknjižnog upisa. Napravi se građevinski elaborat, geodet formira parcelu, katastar dodijeljuje broj i napravi se zemljoknjižna uknjižba.
Prema zakonu, nerazvrstana cesta je neotuđivo vlasništvo jedinice lokalne samouprave. Da bi se Grad upisao u zemljišne knjige mora imati pravomoćnu uporabnu dozvolu ili akt za uporabu građevine ako postoji poseban propis.
Ni tu nije kraj problemima života podno Mosora. Eduard nam govori kako je vodovodni sustav, poput ceste, užasan i ilegalan. Jame posvuda, voda curi na sve strane, a to se sve plaća, kaže nam.
Na zemlji njegove obitelji su geodeti utvrdili kako su "postavljene vodovodne cijevi na koje je nabacano krupno kamenje i zemlja te betonske šahte kao sastavni dio cjevovoda".

Eduardu su iz Ministarstva 2015. poslali građevinsku dozvolu za izgradnju vodovoda u Gornjim Poljicima koju je dobio Vodovod Omiš, a ne Vodovod i kanalizacije Split iako su ViK-u poslali upit. Gornje Sitno se danas opskrbljuje vodom omiškog vodovoda. Prema Prostornom planu Grada Spita 2005. vodovodi u Gornjem Sitnom i Žrnovnici su bili ilegalni. U istom planu 15 godina poslije vodovod u Žrnovnici je i dalje bio ilegalan, dok se Sitno Donje i Gornje kao i Srinjine opskrbljuju vodom omiškog vodovoda. Istim planom 15 godina poslije vodovod u Žrnovnici je ostao ilegalan.
Vodovod kojim se opskrbljuje 3000 ljudi u Žrnovnici je i dalje ilegalan! To nam je potvrdio Ivica Perić, tehnički direktor ViK-a. Gradska tvrtka ga nije otkupila od mještana koji su ga izgradili. Pričamo o vodi koju koristi tri tisuće ljudi. 3000! Kada stavimo broj možda je lakše za objasniti. Gornje Sitno i Srinjine dobivaju vodu s Cetine kao i do sada i tu nema ništa ilegalno navodi Perić. S katastrofalnim uvjetima na cesti u Gornjem Sitnom i Srinjinama podno Mosora javnost se upoznala u utorak nakon prometne nesreće u kojoj je pukom srećom izbjegnuta tragedija.
Zbog neprilagođene brzine Prometov minibus u kojem je bilo pet učenika izletio s ceste na mjestu gdje nema zaštitne ograde na cestu ispod nje, proklizao u dvorište i potom se otkotrljao u dvorište susjeda. Svi sudionici nesreće prošli su s lakšim ozljedama.

To nam tvrdi Eduard Plančić iz Gornjeg Sitnog koji s Banovinom i Vodovodom i kanalizacijom vodi pravne bitke posljednjih desetak godina.
- Cijela cesta u duljini od devet kilometara je ilegalna! Za dio ceste u duljini od dva kilometra imam i pravomoćno rješenje o uklanjanju dijela ceste. Taj je dio proglašen ilegalnim još 2014. - govori Eduard Plančić.
Građevinska inspekcija je u tri navrata naredila Gradu Splitu uklanjanje dijela ceste od Srinjina do Dubrave u dužini od dva kilometra jer je građena bez potvrđenog glavnog projekta kao pravomoćnog rješenja o uvjetima gradnje za zgrade površine do 400 metara čime je prekršen Zakon o prostornom i planiranju i gradnji.
Grad Split je upravitelj i vlasnik ceste jer je riječ cesti koja nije razvrstana kao javna od strane Ministarstva pomorstva, prometa i infrastrukture. Nerazvrstana cesta je Zakonom o cestama u vlasništvu i pod upravom jedinice lokalne samouprave. Cesta Srinjine-Sitno u duljini 6,37 kilometara pripada Gradu do administrativnih granica Splita, a od granice prema Dubravi u duljini od 2,6 kilometara je županijska cesta. Zato je njeno uklanjanje i dužnost Grada.
Prolazile su godine, ništa se promijenilo nije. Inspekcija je 2015. odgovorila Eduardu kako prioritet u uklanjanju građevina imaju građevine za koje nije podnesen zahtjev za ozakonjenje, građevine izvan građevinskih područja i unutar zaštićenih područja. Eduard Plančić kontaktira Državni Inspektorat 2020. koji mu odgovara kako Grad opet nije postupio sukladno rješenju.
- Jedino što naprave je pokos trave. I to je sve - kaže nam Eduard.

Grad je promijenio ploču. Cesta je njihova, uključujući i sporni dio od dva kilometra, govori nam Damir Babić, voditelj Odsjeka za promet i komunalno održavanje. Banovina se poziva na Zakon o cestama, a Ministarstvo na Zakon o gradnji i prostornom uređenju. Kako čudno.
- Sve što je izgrađeno kao cestovna građevina do donošenja Zakona o cestama 2011. ne smije se od strane vlasnika ograđivati ili svojatati. Cesta od Srinjina do V odvojka prema Dubravi pripada gradu. Nakon toga na jednom dijelu počinje županijska cesta. Na parceli spomenutog dijela ceste imate desetine vlasnika. Grad procedurom stječe pravo zemljoknjižnog upisa. Napravi se građevinski elaborat, geodet formira parcelu, katastar dodijeljuje broj i napravi se zemljoknjižna uknjižba.
Prema zakonu, nerazvrstana cesta je neotuđivo vlasništvo jedinice lokalne samouprave. Da bi se Grad upisao u zemljišne knjige mora imati pravomoćnu uporabnu dozvolu ili akt za uporabu građevine ako postoji poseban propis.
Ni tu nije kraj problemima života podno Mosora. Eduard nam govori kako je vodovodni sustav, poput ceste, užasan i ilegalan. Jame posvuda, voda curi na sve strane, a to se sve plaća, kaže nam.
Na zemlji njegove obitelji su geodeti utvrdili kako su "postavljene vodovodne cijevi na koje je nabacano krupno kamenje i zemlja te betonske šahte kao sastavni dio cjevovoda".

Eduardu su iz Ministarstva 2015. poslali građevinsku dozvolu za izgradnju vodovoda u Gornjim Poljicima koju je dobio Vodovod Omiš, a ne Vodovod i kanalizacije Split iako su ViK-u poslali upit. Gornje Sitno se danas opskrbljuje vodom omiškog vodovoda. Prema Prostornom planu Grada Spita 2005. vodovodi u Gornjem Sitnom i Žrnovnici su bili ilegalni. U istom planu 15 godina poslije vodovod u Žrnovnici je i dalje bio ilegalan, dok se Sitno Donje i Gornje kao i Srinjine opskrbljuju vodom omiškog vodovoda. Istim planom 15 godina poslije vodovod u Žrnovnici je ostao ilegalan.
Vodovod kojim se opskrbljuje 3000 ljudi u Žrnovnici je i dalje ilegalan! To nam je potvrdio Ivica Perić, tehnički direktor ViK-a. Gradska tvrtka ga nije otkupila od mještana koji su ga izgradili. Pričamo o vodi koju koristi tri tisuće ljudi. 3000! Kada stavimo broj možda je lakše za objasniti. Gornje Sitno i Srinjine dobivaju vodu s Cetine kao i do sada i tu nema ništa ilegalno navodi Perić. Oštećenja ili nepravilnosti nema, govore iz gradske tvrtke.
